Latina Councilmember Fights for Asian Voters

According to the OC Register, Cypress California Councilmember Frances Marquez was the lone vote supporting a change in the city charter that would have created districts. Currently, all council members are selected through "at large" voting. The current district-wide voting process is known to create racial disparities in representation.
